Workflow wizard

Level 2: <baht-workflow> runs the rules. Pick company and the Person step is skipped (its data is cleared, not kept); toggle VAT and vatId appears + becomes required. The runtime owns the Next/Submit button; your app does the real submit on baht-submit.
